Shortly after 75th Hunger Games, Katniss Everdeen made a failed attempt to overthrow the Capitol. After the Mockingjay was killed in an air raid, the Districts lost hope and surrendered. To prevent future rebellions, District 13 was completely obliterated. Those people most heavily involved were publicly exicuted in a special Hunger Games–the first end only to have no victor. Those remaining were either turned to Avoxes, tortured and killed or used in various government experiments.
Due to the need for coal, District 12 was rebuilt. However, to remind everyone of their crimes against Panem, they were forced to give an extra two tributes every year. There has never been a victor for their District since.
Now, twenty four years after the second rebellion, 'peace' has been restored throughout the country thanks to the new president, Watkin. Both the Districts and the Capitol prepare for the 99th Hunger Games
